I. (Excerpts from the Inspirational Speech delivered by Chief Justice Renato C. Corona for the induction of PICAM officers on 11 February 2011 at the Traders Hotel, Roxas Boulevard, Manila)
These are, indeed, exciting times for the construction industry and exciting times too for its different stakeholders, including builders, contractors and suppliers, among others . With the rapid growth and expansion of the construction industry comes the need to establish the method of resolving disputes quickly and efficiently. If contending parties can only realize the adverse and strenuous effects of their court disputes on themselves, their families and businesses, they would probably be more proactive in exploring more efficient methods of settling their disagreements. . . . it is clear that construction arbitrators and mediators play a crucial role in the speedy and amicable settlement of construction disputes and declogging court dockets. This eventually translates into economic growth and development. Your work without doubt, benefits not only you and the disputants but also the Judiciary and the nation at large. Rest assured that the entire judiciary is fully supportive of your noble and heroic endeavors.

The amounts being aligned by the Government for government projects for the next two years are staggering. If only 1% of the Php739.8 billion of that allocation for infrastructure will be involved in disputes, the amount of disputed claims ripe for arbitration will be about Php7.4 billion. And yet only a small fraction of construction disputes involving government contracts are filed with the CIAC. It is high time for us in PICAM to launch in earnest an awareness campaign to the stakeholders of the advantages of CIAC arbitration for the resolution of construction disputes.

For participants to fully understand the concept, rationale, principles and advantages of ARBITRATION , in general , and CONSTRUCTION ARBITRATION in particular, over judicial litigation in resolving disputes; enhance their knowledge and skills that will make them competent, effective and efficient in rendering arbitration awards that are fair, lasting and serve the mutual interests of disputants thereby implementing State Policy to actively promote party autonomy, curb litigious culture and decongest court dockets.
